Funding of the Department of Solid Waste Management
On September 6, 2023, the Board of County Commissioners adopted Ordinance No. 23-58, approving a Department of Solid Waste Management residential household fee increase for Fiscal Year 2023-24. The approval of the fee, plus a loan from DSWM's Disposal Fund to its Collections Fund, was required to maintain the existing level of service to our Collections customers. During the July and September Board discussions, the item states that the need to identify a sustainable revenue source to support the impact of the County's growth on the Solid Waste program was evident, as well as the need for additional funding for the construction of the replacement waste-to-energy (WTE) facility that burned down unexpectedly in February 2023. - Item No.: 240008

Report Regarding The Department Of Solid Waste Management – Resources Recovery Facility
This memorandum serves to provide the Board with the information requested on the Resources Recovery Facility (RRF). It presents the status of our discussions with the plant operator, Covanta Dade Renewable Energy, LLC, Sedgwick (our insurance adjuster), and the Florida Department of Environmental Protection. A major fire at the RRF on February 12, 2023, resulted in the destruction of or damage to significant portions of the equipment and buildings at the RRF. The County has since ceased waste processing and disposal operations at the facility, other than with respect to the continue to process tires which entails the acceptance and shredding of tires and outbound hauling of them. The County initiated discussions with Covanta to discontinue all operations at the RRF and identify and resolve RRF closure issues and fire-related claims. FDEP was informed of the County's intentions to cease operations of the RRF and has withdrawn our application for the renewal of the Title V Air Operation Permit. A Closure Plan was submitted in March 2024 to the FDEP that details all the steps necessary to ensure that the site has been rehabilitated and does not pose any threat to humans or the environment. - Item No.: 232421Agenda Date: 01.17.2024Resolution/Status: Discussion Item

WTE Design Criteria Professional/Owner's
This item is recommending the County enters into a Professional Services Agreement (PSA), for architectural and engineering services with Atkins North America, Inc. also known as AtkinsRealis USA Inc. for a Design Criteria Professional and Owners Representative Services for Miami-Dade County's New waste-to-energy plant. This PSA will provide architectural and engineering services that are essential to the County. The contract amount is up to $65,000,000, inclusive of contingency, for a term of ten years and the services under the PSA include serving as the County's Owner's Representative during the construction of the facility. As the cost to construct a new WTE facility is estimated to be between $1 billion and $1.5 billion, the total amount under this contract represents a fair fee for the Design Criteria Professional and Owner's Representative services.- Item No.: 232035

Development of an Integrated Solid Waste Management Plan
Resolution pertaining to Solid Waste Management; Directing the County Mayor or County Mayor’s designee to negotiate any documents necessary for the existing Resources Recovery Facility not to be restored and reactivated at the current site, subject to board approval, and to provide a report. This is a Board resolution directing the County Mayor or County Mayor's designee to 1. present the three alternate waste-to-energy (WTE) facility sites comprised of Opa-Locka West Airport, RRF, and Medley, to the Florida Department of Environmental Protection for preliminary permit and regulatory review, 2. proceed on an expedited basis to negotiate an interlocal agreement with Doral, and by which Doral agrees to annually contribute funds to partially defray the additional costs associated with relocating and rebuilding the County's WTE facility should the County select a new site for such WTE facility outside the boundaries of Doral. Such contribution may be made by direct contribution or alternative funding mechanism, including, but not limited to, a tax increment district. Such interlocal agreement shall include the express agreement from Doral to contribute on an annual basis and for the life of the operation of the WTE facility, an amount equivalent to, or not less than, the amount over and above three and one-half percent of the annual growth of the assessed value for the property and the properties located in whole or in part within a one mile radius from the outer perimeter of the RRF but not to exceed the borders of Doral. - Item No.: 231835

Waste To Energy Facility Outside of The City of Doral
