Site Selection for a Sustainable Solid Waste Campus and Update on Miami-Dade Countys Solid Waste Disposal Strategy
Following the fire at the waste-to-energy WTE facility in 2023 Miami-Dade County has been faced with an unprecedented challenge and a unique opportunity to invest in the future of our solid waste system.

Funding of the Department of Solid Waste Management
On September 6, 2023, the Board of County Commissioners adopted Ordinance No. 23-58, approving a Department of Solid Waste Management residential household fee increase for Fiscal Year 2023-24. The approval of the fee, plus a loan from DSWM's Disposal Fund to its Collections Fund, was required to maintain the existing level of service to our Collections customers. During the July and September Board discussions, the item states that the need to identify a sustainable revenue source to support the impact of the County's growth on the Solid Waste program was evident, as well as the need for additional funding for the construction of the replacement waste-to-energy (WTE) facility that burned down unexpectedly in February 2023.

WTE Design Criteria Professional/Owner's
This item is recommending the County enters into a Professional Services Agreement (PSA), for architectural and engineering services with Atkins North America, Inc. also known as AtkinsRealis USA Inc. for a Design Criteria Professional and Owners Representative Services for Miami-Dade County's New waste-to-energy plant. This PSA will provide architectural and engineering services that are essential to the County. The contract amount is up to $65,000,000, inclusive of contingency, for a term of ten years and the services under the PSA include serving as the County's Owner's Representative during the construction of the facility. As the cost to construct a new WTE facility is estimated to be between $1 billion and $1.5 billion, the total amount under this contract represents a fair fee for the Design Criteria Professional and Owner's Representative services.

This item directs the County Mayor or County Mayor's designee, within 60 days of the effective date of this resolution, to develop and issue a solicitation for a design criteria professional to prepare a design criteria package for a new waste-to-energy plant to replace the County's Resources Recovery Facility the same site or a similar site, that meets all the land use, zoning and permitting requirements. The County Mayor or County Mayor's designee may pursue any types of financing available for consideration including public private partnership (P3) financing. Upon the conclusion of any negotiations, the County Mayor or County Mayor's designee is directed to place the recommendation on the solicitation for the design criteria professional on an agenda of the full Board without committee review pursuant to Ordinance No. 14-65, for the Board's consideration and approval. The Board further directs the County Mayor or County Mayor's designee to use all legally available and budgeted funding to accomplish the directive set forth herein; if there is insufficient budgeted and legally available funding to accomplish the foregoing directive, the County Mayor or County Mayor's designee shall set forth in its recommendation what additional funding is required to obtain the services of the design criteria professional.
