Jennifer Moon is the Chief of the newly established Office of Policy and Budgetary Affairs. This office has been created to provide professional and experienced policy and budgetary support to the Board of County Commissioners of the largest County in the State of Florida. Moon oversees a staff with extensive experience in local government policy development, strategic planning and resource allocation that performs research on pending policy and legislation, as well as monitoring the budget and budget development activities of the administration and preparing required amendments for the Board to consider as it adopts the County budget.
Moon made her mark in the County government as the first woman ever to oversee the County’s extensive budget responsibilities, integrating budget management with strategic planning and performance improvement. She also served as the Deputy Mayor managing the Department of Transportation and Public Works, Solid Waste Management, Elections and Animal Services. Beginning in March 2020, Moon facilitated the County’s response to the COVID -19 pandemic, compiling and updating all Emergency Orders and the New Normal Handbook, one of the first documents providing guidelines for residents and businesses to mitigate the spread of the virus.
As the Budget Director, Moon’s responsibilities included facilitating the development of the County’s $9 billion budget through a results-oriented resource allocation process. The Resourcing for Results budgeting system developed and implemented by Moon, focuses on allocating the County’s funds in a manner which reflects the priorities established through the County’s Strategic Plan.
In addition to supporting the annual budget development, Moon was responsible for the entire results-oriented governing cycle, including business planning, performance measurement and monitoring, and organizational and community reporting. She also managed the $2.9 billion Building Better Communities General Obligation Bond program and supervises the administration of Community Redevelopment Areas in Miami-Dade County. As part of her diverse portfolio, Moon provided support to the various incorporation and annexation activities in Miami-Dade County and supervises the allocation, contracting and monitoring of approximately $35 million in local and federal grants to community-based organizations.
Previously, in 2002, she served the 11th Judicial Circuit of Florida. As the Director of Administrative Services for the Circuit, Moon supervised various areas, including the Circuit’s procurement, budgetary, and financial operations.
She began her career with Miami-Dade County in 1994 as a Management Trainee. From 1995 to 2002, she held various positions within the County government. Several of her roles in Miami-Dade County include her role of Assistant to the County Manager, Management Trainee Program Coordinator and Budget Analyst.
She has a bachelor’s degree in English from Florida State University. Moon graduated Magna Cum Laude and also obtained a Master’s in Business Administration from the University of Miami. Her specialization lies in political science and public administration.

Barbara Galvez is a Deputy Chief for the Board of County Commissioners newly created Office of Policy and Budgetary Affairs (OPBA). In this role, Mrs. Galvez monitors the County’s budget and budget development process to provide recommendations that ensure priorities identified by the Board of County Commissioners are properly funded and also assists with policy analysis and research associated with pending legislation.Mrs. Galvez has been a public servant for 29 years. She began her public service career in municipal government in 1992. In 1998, she joined the County as a Commission/Legislative Aide for the Board of County Commissioners and eventually, in 2001, found her passion in budgeting, finance and County organization when she joined the Office of Management and Budget (OMB). She graduated Magna Cum Laude and obtained a bachelor’s degree in Public Administration and a master’s degree in Business Administration from Florida International University.Prior to joining OPBA, Mrs. Galvez was the Deputy Budget Director for OMB. As Deputy Budget Director, her duties included assisting the Department Director with the budget development and strategic planning processes and developing the County’s five-year financial outlook. She supervised and worked directly on the analysis of the County’s operating and capital projects, including the Building Better Communities General Obligation Bond program and the Capital Infrastructure Improvement Program, providing resource allocation recommendations. She also monitored federal and state legislative actions to determine the fiscal impact on the County.In addition to supporting the County’s annual budget development and strategic planning process, Mrs. Galvez worked closely with various elected offices including the 11th Judicial Circuit Administrative Office of the Courts, State Attorney and Public Defender, the Miami-Dade Clerk of Courts and Legal Aid and the Law Library, helping develop funding recommendations to ensure compliance with Revision 7 to Article V of the Florida Constitution.In addition to her role as Deputy Chief, Mrs. Galvez is also the budget lead on the County’s long-awaited implementation of the Enterprise Resources Planning system (ERP). This $104 million project is replacing and combining various systems, such as the County’s 30-year-old financial accounting, reporting and human resources system, the 20-year-old procurement/supply chain system and supporting an upgrade to the County’s operating and capital budgeting and performance reporting systems. Mrs. Galvez provides direction to the implementation team and recommends business process changes to help streamline current departmental workflows in an effort to improve departmental operations. She also serves as the Budget Liaison on the project’s executive steering committee.Barbara and her husband Thomas are proud parents of two sons, Thomas Jonathan and Gabriel. - Jose Espinoza
Deputy Chief of Policy and Legislative Affairs

Jose Espinoza was appointed Deputy Chief of Policy and Legislative Affairs for the Office of Policy and Budgetary Affairs (OPBA) in December 2020. In this role, he is responsible for fulfilling research requests regarding policy and legislative actions for the Board of County Commissioners. He further supports the Chief of Policy and Budgetary Affairs in ensuring that Commissioners and their staff are thoroughly briefed on upcoming items prior to each Board meeting. He uses his experience having served in the administrative side of County government to facilitate the implementation of innovative solutions to current County issues.Prior to his role at OPBA, Espinoza served in the Office of Miami-Dade County Mayor Carlos Gimenez as the Chief of Staff to the Deputy Mayor/Budget Director. He began this role in March 2020 and was directly responsible for the tracking, analysis, compilation and publishing of the County’s daily New Normal Dashboard. The Dashboard tracked the progression of the COVID-19 virus in Miami-Dade County and served as the guide for the proceeding steps and Emergency Orders implemented by Miami-Dade County throughout the pandemic. He acted as the point of contact on behalf of Miami-Dade County for the 34 local hospitals and was a member of the Mayor’s New Normal Tactics and Study Council. In addition to his COVID-19 duties, Espinoza coordinated policy and legislation for the departments of Animal Services, Elections, Solid Waste Management, Transportation and Public Works and the Office of Management and Budget. In his time at the Mayor’s Office, Jose served as the County’s Liaison for the 2021 College Football National Championship Game and the County’s 2026 FIFA World Cup bid.He previously worked at the Miami-Dade County Office of Management and Budget where he began his career in with the County in 2015 as a Management Intern, ultimately becoming a Business Analyst. In his time at the Office of Management and Budget, his duties included monitoring the financial activities of various County departments with annual budgets valued at approximately $200 million and serving as the Budget Liaison for the County’s major sporting events, sports-related agreements and youth and community safety initiatives. He also led performance improvement projects, one of which led to a year-over-year reduction in police vehicle accidents.Espinoza is a proud graduate of Florida International University, earning both a Bachelor of Public Administration and a Master of Business Administration. Operations Coordinator

Erika Luciani is the Operations Coordinator for the Office of Policy and Budgetary Affairs (OPBA). Mrs. Luciani provides administrative and operational support for OBPA, as well as liaises with the County Attorney, Finance Department and Commission staff to ensure the delivery of resources to community-based organizations throughout the County. Mrs. Luciani is also the Procurement, Travel and Finance Liaison.Prior to joining OPBA, Mrs. Luciani was the Administrative Operations Specialist for the Office of Management and Budget. As Operations Specialist, she managed the Department Director’s office, assisted as the Procurement, Travel and Finance Liaison, coordinated with staff for review of the Agenda of the Board of County Commissioners and prepared all fiscal impact statements for Commissioner-sponsored agenda items. Mrs. Luciani also assisted within the Office of the Mayor providing administrative support to the Deputy Mayor coordinating departmental items, resolutions, contracts, professional service agreements and reports for presentation to the Board of County Commissioners and its subcommittees.Mrs. Luciani has been a County employee for over 16 years. She began her administrative career as an intern with the Summer Internship Program and the Human Resources Department (HRD). Mrs. Luciani was then hired by HRD to assist within the Director’s office and later was promoted to work with Labor and Employee Relations Division, where she processed Disciplinary Appeals, Unemployment Claims, Americans with Disabilities Act placement, Service-Connected Disability and Reasonable Accommodations. She also coordinated with the various collective bargaining units representing County employees to facilitate contract negotiations. Mrs. Luciani graduated from Florida International University with a Bachelor of Arts in Art History from Florida International University.
