Eileen Higgins serves as the County Commissioner for District 5, representing portions of the cities of Miami and Miami Beach. An engineer by trade, with an MBA from Cornell University, she is a problem solver with a proven record of helping businesses address the complex issues they face. In 2021, Commissioner Higgins launched Elevate District 5 to support and strengthen local small businesses. To date, over 350 businesses have participated in Elevate D5 programs, and over $580,000 in grants have been awarded to small businesses.
Commissioner Higgins has also made significant strides in enhancing digital equity throughout Miami-Dade and State of Florida alike. In 2021, she passed legislation in support of the Florida Association of Counties’ (FAC) Access 67 initiative to increase affordable and reliable high-speed internet throughout Florida. She also serves on FAC’s Broadband Taskforce.
This summer, Commissioner Higgins passed legislation directing the mayor to develop guiding principles for the application of Artificial Intelligence in Miami-Dade to ensure that this rapidly growing technology may be ethically harnessed in order to enhance service levels for residents. Additionally, through Elevate District 5, she will launch new, free courses on AI for marketing and AI for professional services.
