Timeline of Key Activites
Budget Approved and Adopted
During the second and final hearing for the FY 2021-22 County budget, the Board of County Commissioners approved the Mayor’s proposed $9 billion budget. As a result of the comprehensive Thrive305 engagement process, the approved budget was reflective of community priorities.
Budget Hearings
The hearings for the FY 2021-22 County budget were held on September 14 and 28. More than 200 residents provided public comments during both hearings. Their feedback informed various adjustments to the proposed budget.
Budget Town Hall Meetings
The in-person meetings were held in eight different locations across the County, including the Aventura Branch Library, Miami Lakes Branch Library, Arcola Lakes Branch Lakes Library, Westchester Regional Library, Naranja Branch Library, South Dade Cultural Arts Center, among others. More than 300 stakeholders participated either remotely or in-person. Their feedback helped to further shape the proposed budget
Alignment with Strategic Plan
The final step in the development of the Action Plan included several rounds of facilitated discussions and internal assignments for senior leaders in the administration to identify ways to track progress on each of the actions and to identify the objectives in the update to the County’s Strategic Plan that each of the actions would help to advance.
Action Plan Workshops
In early May 2021, the Mayor’s Office facilitated a series of expert-level Action Plan Workshops that invited participants to work in small groups to define and prioritize ideas for the Action Plan by building on the issues and ideas for solutions that gained the most traction via the survey and engagement events.
Civic Week
From April 10 – 17, 2021 Civic Week invited residents to join a series of presentations and community conversations to learn about and discuss findings from the countywide survey, learn how County government works and how to stay engaged, and to propose solutions and actions the Mayor can advance.
Thrive305 Ambassadors
In March 2021, the Thrive305 team identified and trained a cohort of over 250 County employees from across departments, disciplines, and levels to actively participate in the initiative as Thrive305 Ambassadors.
Early Community Engagement of Budget
The Mayor’s Office held four virtual town halls from February 22 -25, 2021 with 79 total speakers providing input. This is the first time the community has been involved in the beginning of the budget process before the FY 2021-22 budget is proposed. As a result of early engagement, County departments were able to incorporate resident feedback at the onset of the budget preparations.
Countywide Survey
In February 2021, Thrive305 launched a countywide survey to understand resident needs, concerns, and priorities around the six key themes.
Civic Partner Onboarding
A first round of Civic Partners were selected and onboarded in January 2021. The 50+ civic organizations that made up this group were identified as collectively representing the diverse geographies, constituencies, and needs of County residents.
Mayor Daniella Levine Cava’s Installation and Project Initiation
In the weeks following Mayor Levine Cava’s installation in November 2020, the Mayor’s Division of Innovation and Performance and The Miami Foundation (TMF) collaborated to define the structure of Thrive305 and the key issue areas that the effort would focus on, including initial ideas for topics that would be included in a countywide survey – the first public component of Thrive305.
