Perchloroethylene (PERC) Dry Cleaners Permit

The Perchloroethylene (PERC) Dry Cleaner County Air Permit is used to regulate facilities that use the cleaning solvent perchloroethylene, also known as "PERC." The air permit provides operating conditions and requirements as well as guidance for the operators using perchloroethylene which is a hazardous pollutant and an air toxic. 

PERC that has leaked or evaporated into the atmosphere is hazardous to human health and the environment. This permit provides operating conditions for the proper use and maintenance of PERC to prevent spills, leakage and evaporation into the atmosphere.

In addition, Chapter 24 of the Code of Miami-Dade County, Section 24-18 Operating Permits, requires a permit to operate a facility which will reasonably be expected to be a source of pollution. The Miami-Dade County Environmental Chapter 24 also lists some specific types of facilities (including dry cleaners), which may require the air operating permit.

How to Apply

• "PERC" dry cleaning facilities are required to obtain an Industrial Waste Permit (IW5) and must contact 305-372-6600 for more information regarding the IW5 permit.
• In addition, other types of permits may also be required depending upon the location, nature of the business and size of operations. Other permits include, but are not limited to: Industrial Waste, Storage Tank, Tree Removal, Stratospheric Ozone Protection, Solid Waste, Liquid Waste and Industrial Waste Pretreatment Permit.

Depending on your situation, you may need one or more of the above-mentioned permits. Additionally, there may be instances when a permit that is not listed here is required. • In addition to the Miami-Dade County Air Permit, each owner or operator of a "PERC" dry cleaning facility must call the Florida Department of Environmental Protection (FDEP) directly at 850-717-9000, or visit to the Air General Permit Program website for information including the FDEP Air General Permit Registration Form. 
  Dry cleaning facilities utilizing the solvent perchloroethylene are eligible to operate as a business in Florida under the terms of an air general permit pursuant to the requirements of Chapter 62-213.300(1)(a), F.A.C.

The County Air Operating Permit is usually issued within eight working days of when an application has been deemed complete.

Expiration

The County Air Operating Permit at a "PERC" dry cleaning facility is issued for a period of one year. The calendar year for this permit runs from July 1 through June 30 of the following year.
