Service Installation Request

A Service Installation Request (SIR) is used to install a new water service, add additional service or move an existing service that is more than five feet from where it is now.

WASD will connect the service to an existing water main located next to (in front of or alongside) your property.

When should you apply for a Service Installation Request
Do you already have service?

If there is an existing water main next to your property, you may be able to connect to it.

For smaller water mains

If the existing water main is 2 inches or 4 inches in size, WASD must perform a pressure test before we can schedule a new service installation.

You can request a lateral location or provide as-built plans to confirm if there are water lines next to your property before applying for a Service Installation Request (SIR).

Building a new home or redeveloping your property?
If your property is under construction or being redeveloped, you may be required to bring the meter box up to current WASD standards.

Inspections are Required
Inspections are an important part of the Service Installation Request (SIR) process. As part of your SIR application, you will be asked to request inspections at the appropriate stages of the project. All inspections will be conducted by the WASD team to ensure all work and materials meet WASD's current standards and requirements.

All construction, materials, and installations must comply with WASD standards. If any work does not meet these standards, it will be corrected before the service can be completed.

Information for Properties with a Shared Sewer Service Line (e.g., Duplexes)

For properties sharing a common sewer service line (e.g., duplexes), individual meter box installations for each unit require the property owner to provide a recorded Unity of Title or Restrictive Covenant ensuring joint responsibility for the shared sanitary service. The document must be fully executed and recorded.
Each building on a parcel must connect individually to the public sewer system; private sewer lines may not traverse over other parcels, this includes multiple units like duplexes
To prevent sewer lines from traversing over other parcels and to establish clear maintenance responsibility, the County requires a legal framework for shared infrastructure
If the applicant is unable to provide a Unity of Title or Restrictive Covenant,WASD will not install a second meter box
This requirement helps ensure clear responsibility for maintenance, capacity, and code compliance

- Fill out the SIR application (link at the end of the page) with the property owner(s) and property Information.
- One signed and sealed original boundary survey by either a Professional Land Surveyor (P.L.S.) or a Professional Surveyor and Mapper (P.S.M.); or tentative plat identified as “boundary survey” of the property, including meter location (not older than two years). Must be digitally signed and sealed.
- Proposed meter box location must be clearly marked and signed on survey.

- 1-inch Dual Service - $1,700.00
- Twin-Off existing 1-inch Service - $850.00
- 2-inch Single Service - $2,500.00
- Additional Public Works permit fees and/or restoration cost may apply
- An additional Municipality Plumbing Permit may also be required
- Additional Asphalt Restoration Fees may apply, which will be determined after the municipality’s review
All application fees must be paid in full prior to processing the request. You will receive an e-mail with an invoice from a representative once the application has been reviewed.

Note: the department reserves the right to charge its actual costs for a typical service installation. This application is subject to prohibitions, limitations, and restrictions of governmental agencies having jurisdiction over paving and roadway reconstruction matters. Additional costs incurred by the department due to permitting agency requirements shall be paid in advance by the customer prior to commencement of installation. Please note that water and/or sewer billing will commence upon installing the water meter(s).

In the event, an “open-cut” installation in the right-of-way is denied by any permitting agency; it shall be the sole responsibility of the property owner to arrange for any “jack & bore” requirements by a private contractor licensed to perform said installation in accordance with plans and specification to be approved by the county. In addition, the installation of an upgraded service must be coordinated so that the property owner transfers its private line from the old service to the new service. Failure to comply with any requirements resulting in additional visits to the property shall result in additional service charges to the property owner.

  - Maintenance of Traffic (MOT design & meeting will be scheduled with Municipalities and/ or FDOT that requires. (Additional fees may apply
  - Profile detail may be required for some municipalities for permit approval, which required more time for the permit process
  - FDOT Roads will take up to 6 months to complete the job
5. Job estimate will be made by WASD Forces
6. Installation of water service(s) completed
7. Request set meter once installation is complete
- Installation is approximately completed within 8 to 10 weeks after payment is received, though this time-frame may vary depending on the requirements and processing times of each municipality
- Projects requiring approval from FOOT may take up to 6 months. Certain locations may also require permits based on municipal right of way regulations. The installation timeline begins only after payment has been
  confirmed, as no work can proceed until all applicable fees have been received
- It is the property owner's responsibility to ensure that the proposed meter location is clearly staked and that all private utilities on the property are properly marked prior to installation. Depending on the municipality's right of way requirements, additional permits may also be necessary before work can proceed
