Disabled Person Parking Permit

We are strongly encouraging our tax payers and customers to conduct any Tax Collector business transactions including applying for a new permit or renewing or replacing a disabled person parking permit by visiting the Department of Highway Safety and Motor Vehicle website instead of visiting our Public Service Office in person.

Disabled person parking permits are issued to persons who are medically certified to have long-term, permanent or temporary mobility impairment, or who are certified legally blind or temporarily sight-impaired. The permits can also be given to organizations that provide transportation services to disabled people.

A Certificate of Disability on form HSMV 83039 issued within the last 12 months is required the first time a disabled parking permit is issued. The certification must be provided by a physician, osteopathic physician, podiatric physician, chiropractor, optometrist, advanced registered nurse practitioner licensed under the protocol of a licensed physician, physician assistant or by a similarly licensed physician from another state. The certifying authority's medical license number, the state they are licensed in and their address must be shown.

Disabled persons must have either a current Florida driver's license or a Florida identification card issued by the Florida Department of Highway Safety and Motor Vehicles. An exemption is provided if the disabled person is physically unable to visit or be transported to a driver's license office to get this documentation. The disabled person must provide certification on the Application for Disabled Person Parking Permit (form HSMV 83039) to claim this special exception.

The permanent parking permit is given for a period of up to four years, and expires on the applicant's birthday. Temporary parking permits are issued for up to six months as specified by the certifying authority.

Subsequent or additional permanent parking permits may be given to individuals who are certified as a quadriplegic, or are frequent travelers as certified on form HSMV 83039.

Organizations that provide regular transportation service to disabled people must provide either a Federal Employer Identification Number (FEID) number or a Florida sales tax registration number to be placed on the disabled parking permit. Organizations may be issued as many parking permits as they have vehicles providing transportation to disabled people.

The disabled person parking permit must be hung on the rearview mirror of the vehicle used to transport a disabled person when parked in a designated disabled person parking space.
