Terrence Smith is the Section Chief of the Housing, Social Services and Economic Development section of the office. Terrence presently serves as legal counsel to the Board of County Commissoners and staff, the Mayor's Office, County departments and advisory boards, including Public Housing and Community Development, Miami-Dade Economic Advocacy Trust, the Office of Budget and Management, Miami-Dade HIV/AIDS Partnership, Miami-Dade Commission on Human Rights, N.W. 7th Avenue Corridor Community Redevelopment Agency, and N.W. 79th Street Corridor Community Redevelopment Agency. The primary focus of Terrence's practice includes Public Housing, Section 8, Section 8 Moderate Rehabilitation, affordable housing loan transactions, Infill Housing, mixed-finance transactions, economic development, community redevelopment agencies, civil rights, and litigation.
Terrence has handled a number of complex affordable housing, mixed-finance transactions on behalf of the County, including those related to the redevelopment of Scott-Carver, Liberty Square and Lincoln Gardens Public Housing Developments. Terrence has also represented the County in a number of lawsuits, including three class action lawsuits as well two lawsuits challenging the constitutionality of the County's Human Rights Ordinance.
Terrence has been a coordinator, speaker and moderator of several conferences related to the Fair Housing Act and other civil rights laws.
